Instructions For Firearms ID & Handgun Permits
Use of the New Jersey Firearms Application Registration System is the primary method to complete the firearms applications. Utilize the instructions here to submit your application. Contact Detective Juan Ocampo for any needed assistance.
Important: Applications on average can take up to 30 days to complete once the department receives the completed background checks from New Jersey State Police and reference checks. If you don't receive a notification from the New Jersey State Police within the 30 day period, contact the Detective Bureau.
- Visit the Firearms Application and Registration System.
- Click, "Online ST.S 033 Form."
- Enter NJ0210800 as ORI Number. This number is for the Town of Hackettstown residents only. Please be aware that there are jurisdictions outside the Town of Hackettstown which use Hackettstown as a mailing address. If you reside outside the Town of Hackettstown, contact the law enforcement agency responsible for your town to find out the correct ORI number.
- The New Jersey State Police will charge a $21 non-refundable fee online for a background check for existing firearm applicants. Please have your SBI Number available for the application.
- New firearm applicants will be charged a different non-refundable fee.
- Proceed to complete the online application.
- When completing the application, you will need the email address of 2 reputable references.
- New (January 23, 2023): Applicants are required to submit a separate payment for new firearms ID cards along with handgun permits after the application is made. This payment can be done by:

- A new firearms ID card is $50 and each handgun permit is $25.
- With any payment, please provide a copy of your firearms application number.
- Make a money order payable to the Hackettstown Police Department and mailed to:
- You will be receiving automated email updates throughout this process.
- Your firearms application will not be completed until all payments are received.
- Once applications are completed you will receive an email from the New Jersey State Police indicating your documents are completed and ready. Firearms ID cards are now provided electronically. Please retain a copy of your electronic Firearms ID card. The Hackettstown Police Department will not have the ability to provide you with a copy of your electronic Firearms ID card. If you do lose your electronic Firearms ID card, you will need to apply for a new card.
- All handgun permits are now paperless and will be accessible at any licensed New Jersey firearms dealer.
The online application is applicant-driven. Please ensure that you have entered the best phone numbers and email addresses for yourself and your references. Incorrect information entered will cause a delay in the processing of your application. Fingerprinting responses, reference responses, and other inquiries by the Hackettstown Police Department to the applicant must be completed within 60 days of the application submission.
For a Permit to Carry
These instructions are the same for the initial and renewal application.
Important: Applications on average can take up to 90 days to complete once the department receives the fingerprint results and the reference checks are completed. If you don't receive a notification after the 90-day period, contact the Detective Bureau.

This site / portal is not administered by the Hackettstown Police Department and can be accessed using a mobile device or computer.
Step 1: Click Start Initial Application
- The ORI Number for Hackettstown residents is: NJ0210800.
- Must upload a Passport style (2-inch x 2-inch, with a plain light background) color photograph in civilian attire (no hats or sunglasses).
- Upload your Proof of Training (NJ PTC Safe Handling and Proficiency in the Use of Handguns Certification-S.P.182 and instructor certification) administered by a Police Training Commission Certified Firearms Instructor dated within 2 years of submitting the application.
- You will need your SBI Number (can be found on your FID card). Fingerprinting for the Permit to Carry Application is no longer required as long as you have a NJ Firearms Purchaser's Identification Card.
- List all handguns that are intended to be carried (indicating the Make, Model and Serial #).
- Provide four reputable references who are not related to you. Incorrect contact information/email addresses will result in a delay in processing the application.
Step 2: The Application Fees
- To be paid online: $76.
- $55 ($50 Statutory Fee + $5 Online Service Fee) - State of NJ Victims of Crime.
- Compensation Fund and $21 ($18 Statutory Fee + $3 Online Service Fee) - Criminal History Record Inquiry (this replaces the fingerprinting requirement).
- To be paid to the issuing authority: $150:
- $150 Money Order made out to the: Town of Hackettstown (Personal checks not accepted).
Step 3
- Once your application is submitted, you will need to email Officer Ocampo.
Step 4
- Make an appointment to submit the payment by calling 908-852-3302 or emailing the Police Department. You may be asked to bring in the Original Proof of Training documents and/or a new photo if any of the uploaded documents are not clear/unacceptable scans.
- Failing to adhere to these instructions will result in a delay in the processing of your application.
- The required written New Jersey Permit To Carry Safe Handling and Proficiency in the Use of Handguns
- Certification (S.P.182) and Firearms Instructor Certification in accordance with NJ.S.A.2C:3-1, will be provided by the instructor that qualifies you.
- Your permit will expire two years from the date it was issued. You will not be notified by us to submit a renewal application.
- If your carry permit expires, you cannot carry a handgun in New Jersey.
- It is recommended that applicants print and keep copies of all forms from the online portal for their own records.
- Ensure all of your information is accurate prior to submitting the application. Mistakes will be at your expense.
- Fees for applications that are withdrawn for any reason cannot be refunded.
- If you wish to include additional handguns for carry after the PTC has been issued, an SP. 182a form (PDF) can be submitted to the Hackettstown Police Department Records Bureau in the main lobby.
